Member Responsibilities

The Belvedere Lagoon is privately owned and maintained by the Belvedere Lagoon Property Association (BLPOA).

It is a unique and special resource, and its use is restricted to BLPOA members, their guests, and tenants. Please support its care and maintenance.

Please be a good neighbor, and follow these rules.

Respect and Consider Your Water Neighbors

Always practice a ‘good neighbor’ policy. Remember we share a backyard and limit loud noise and bright lights: especially at night. 

Please respect the property of others. Do not borrow others’ watercraft or flotation devices, or go on to the docks and property of others without the permission of the owner.

Be a Responsible Member

Please:

  • Pay your BLPOA dues.

  • Vote on member issues.

  • Attend the BLPOA annual meeting every third Wednesday in March.

Be Boat Safe

Please operate boats and watercraft in a safe manner. 

Swimmers always have the right-of-way, but should still be aware of their surroundings. Manually powered craft have the right-of-way over sailboats.  

California State Law requires all children 13 years or younger to wear a life jacket while on a moving recreational vessel.

Approved Watercraft Only

Members and their guests / tenants may enjoy a limited set of approved watercraft, including mono-hulled sailboats (15’ max length), paddleboards, canoes, pedal boats, and flotation devices.

Absolutely no power-driven or wind-driven foils or boards are allowed.

Be Water Safe

BLPOA members and their guests / tenants are allowed to swim and fish in the lagoon.

Please be responsible for your own safety – there are no lifeguards on duty. 

Fishing is permitted (license required), but please no unsupervised fishing lines.

Use Caution on the Island and Near Equipment

The island is for daytime use only – no dogs, fires, or camping. Small children using the island must be accompanied by an adult, and please pay special attention and stay off the fragile rock retaining wall. 

Do not swim near – or climb on – the tide gates located at San Rafael Avenue, between Edgewater and Windward Roads.

Be Aware of Water Quality

The BLPOA maintenance crew monitors water quality and applies chemical treatments to control evasive weeds. Members will be alerted, and in an abundance of caution, the BLPOA recommends avoiding swimming or fishing in the lagoon before 5:00 pm the day of treatment.

Avoid contact with lagoon water for at least 72 hours after rain since the lagoon collects runoff from storm drains.

Keep Yard Debris Out of the Lagoon

Keep the lagoon weed-free and eliminate nutrients weeds eat by preventing vegetation falling into the lagoon. Trim trees and shrubs away from the shore and avoid bird feeders close to the water as all contribute to algae growth.

Please do not pollute the lagoon with contaminants such as animal waste, herbicides, or pesticides –  remind your gardeners. It is a misdemeanor violation to throw, blow, or empty any debris into the lagoon.

Storm Proof Your Dock and Yard

The BLPOA maintenance crew recovers countless items after every storm.

Please tie down all watercraft and furniture: boats, boards, lilypads, cushions, etc. Label everything with your name and phone number.

If you are missing items, please claim them ASAP by emailing or calling the boathouse at 415-435-0285.

Inspect & Maintain Your Bulkhead

When the lagoon water is low, inspect your dock, bulkhead, and shore-facing retaining walls. A sound bulkhead is important to preserve the health of the lagoon and your property. 

Once land erodes from your shore, per the State Water Board, you are not allowed to backfill it.

Contact BLPOA Operations When Doing Shorefront Work

If you are planning any work (sanding, staining, dock repair/replacement, etc.) on or in proximity to the lagoon water, it is required that you contact BLPOA Operations

The BLPOA can deploy a water boom, provide free oil-absorbent pads, advise use of vacuum sanders to minimize dust, and offer other support to help keep the lagoon clean.

Selling your House?

Please email us when you list your house on the market so we can provide you with the required paperwork including: (1) a packet of disclosures for prospective buyers; and (2) documents to be signed in escrow.

Membership in the BLPOA ends when a member sells property on the lagoon and it is not automatically transferred to the new owner until a new membership agreement is signed and approved.
